House OKs bill to block credit cards from online gambling - as reported by Courier - Journal

The House passed a bill yesterday that would prevent gamblers from using credit cards to bet online, but provides exemptions for horse racing and state-run lotteries.

The bill would clarify and update current law to spell out that most online gambling is illegal.

The vote was 317-93.

The bill would allow authorities to work with Internet providers to block access to gambling Web sites. All House members from Kentucky and Southern Indiana voted for the bill.

Critics argued that regulating the $12 billion industry would be better than outlawing it. Said Rep. Barney Frank, D-Mass., "Prohibition didn't work for alcohol. It won't work for gambling."

Others said it's unfair to allow online lotteries and horse-race betting while cracking down on other forms of gambling.

Most Internet gambling is based outside the U.S., but many customers live in the country.

The bill's sponsors, Bob Goodlatte, R-Va., and Jim Leach, R-Iowa, defeated an amendment that would have eliminated the exemptions for horse racing and state lotteries.
